Executive Committee


Composed of figures from the academic and financial sectors, the Executive Committee seeks to ensure that the activities of the Centre are consistent with its mission and to confirm the scientific quality of its research work


The European Centre for Financial Law is governed by an administrative committee composed of three members, appointed for a renewable two-year period

The three members of the Board of Directors are

  • Mr Fabrice Seiman, Founder and President
  • Mr Alain Pietrancosta, Scientific Director of the Centre
  • Mr. Alexandre Gelbard, Treasurer


Mr Fabrice Seiman

Fabrice Seiman is the co-founder and CEO of the firm. He is responsible for Volatility and Multi-Arbitrage Research. He is a portfolio manager for arbitrage funds. Prior to founding Lutetia Capital, Fabrice was an investment professional at PAI Partners, after acting as an Advisor to the French Budget Minister. 

He graduated from Sciences Po (IEP) Paris with a degree in Finance and attended the Master of Liberal Arts in Extension Studies (Government) at Harvard University. A former Associate Professor at Science Po Paris, Fabrice was awarded in 2013 the "Palmes Académiques". He was selected in 2007 by the World Economic Forum as a YGL. He is the President of the European Observatory for Financial Law, a non-profit organization who seeks to facilitate research in financial law.


M. Alain Pietrancosta

Having received his PhD in Law from Paris I Panthéon-Sorbonne University in 1999, Alain Pietrancosta then qualified as a law lecturer in 2001, and has been a Professor at Sorbonne Law School (Paris I University) since 2004. 

He is the Founder and Director of the Master’s by Research in Financial Law at Sorbonne Law School

He is also a

Alain Pietrancosta regularly participates in research, consultations and national and international conferences. 

He has written numerous individual and joint publications, in France and internationally, particularly in the fields of French and EU corporate and financial law


M. Alexandre Gelbard

A graduate of Sciences Po Paris and holder of a Master’s in International Law from Paris II Assas University, Alexandre Gelbard began his career with a property investment fund, before becoming a parliamentary assistant. 

Advisor to the Budget Minister from 2005 to 2007, he was appointed as Deputy Secretary General of the UMP group in the National Assembly. 

In 2007, he joined Crédit Agricole Corporate and was appointed as Special Advisor to the National Education Minister in 2009.

In 2012, he founded Frontiers Capital, an investment consultancy specialising in emerging countries. 

He also directs Forward Partners, a consultancy firm specialising in public affairs, managerial support and communication. 

In 2017, along with three associates, he founded Groupe France Education, which invests in private educational organisations. He is currently its Managing Director. 

Alexandre Gelbard is also a Knight of the Order of Academic Palms (Chevalier dans l'Ordre des Palmes Académiques)


Ms Anne-Priscille Desbarres

A graduate of ENS Ulm and Paris Dauphine University, alumnus of the A/L preparatory classes at Lycée Louis-le-Grand and of the Ecole du Louvre, Anne-Priscille Desbarres holds a dual degree in History and Philosophy from the Sorbonne, as well as a Master’s in Religious Studies (Ecole Pratique des Hautes Etudes), a Master’s in the History of International Relations (Paris 1 Panthéon Sorbonne) and a Master’s in Management (Paris Dauphine).

Before joining the European Centre for Financial Law, Mrs Desbarres worked in turn as a writer, a project manager in the cultural sector, and a UN programme officer at the headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC)
